He has lead large dispersed organisations and successfully effected organisational change, which has resulted in significant business growth and cultural transformation.
Todd works strategically and successfully with supervisory and executive boards, and has a reputation for being clear-minded and developing practical solutions. He has been invited to present internationally on a range of topics including economic development, innovation, infrastructure and high speed rail.
Todd is currently a Board Director of the NSW TAFE Commission, a Fellow of the Australian Institute of Company Directors (FAICD), a Trustee Committee Member, Economic Development Australia (CEDA), a Board Member, ORICA Community Investment Program, and an Adjunct Fellow, European Union (EU) Centre RMIT.

Todd has had specific professional experience as CEO, Regional Development Australia (RDA) Hunter, which has involved -
- Leading the development and implementation of projects including economic development in infrastructure and investment, and projects with support of business, federal, state and local governments that led to investment of more than $860 million
- Increasing and diversifying income streams to grow the business by 30%
- Repositioning the RDA to focus internationally and developed international networks
- Leading the development and implementation of Australia’s first Regional Innovation Scorecard, measuring business innovation in the Hunter region
- Leading an organisational change program to form a new high performing team that improved the capability and quality of RDA projects.

Howard Partners recently completed an assignment to assist the Hunter RDA to develop a regional 'smart specialization strategy' - an integrated, place based, and transformation policy framework that will provide a basis for regional development investment.
